Not every one of those 6 countries has both engines — each figure carries the authority it came from and the date it was verified, so you can see which applies before you rely on it.
How current are the rates?
Every rate is stamped with the authority it came from and the date it was checked, and the tools show both. Rates are reviewed against the source authority rather than copied between years, and the financial year in force is shown on the page rather than assumed.

The list is generated from the rate ledger behind 2Fin rather than written by hand, so the 88 here are exactly the countries whose consumption tax has been verified against its own authority. A country is missing only until that verification lands, and the count on this page moves with the ledger.
